The EIC Pathfinder – the key facts at a glance

The EIC Pathfinder supports research into breakthrough technologies with up to €4 million per project. Applications come mainly from consortia in EU member states and associated countries.

Details about the EIC Pathfinder

The EIC Pathfinder is a funding programme of the European Commission, delivered by the European Innovation Council (EIC), the EU’s innovation council. It sits within Horizon Europe, the European Union’s framework programme for research, and has been running since 2021. What it funds is the early research from which a breakthrough technology can later emerge.

Unlike many funding programmes, the EIC Pathfinder does not target market introduction. It steps in one stage earlier, at the earliest phase of scientific work on a radical technological breakthrough. Your project therefore does not need a market-ready product in sight. For work already close to market, other instruments are the right route.

What stands out is the level of funding at this early stage. Up to €4 million per project is possible, and the funding rate is 100% of the eligible costs. No own contribution is required.

Research and innovation players from EU member states and associated countries can apply. It is aimed at teams working on very early-stage scientific and technological development — companies explicitly included.

In the Pathfinder Open call you cannot apply alone. Only consortia are eligible there, made up of at least three independent organisations. At least one partner must be established in an EU member state; the others come from other member states or from associated countries.

Check this condition first, because it determines access. Without three independent organisations from three countries, you cannot submit under Pathfinder Open.

What is funded is early research and development work on the scientific basis of breakthrough technologies. Your project therefore starts before product development: it has to produce the knowledge a new technology can build on in the first place.

What is funded is the consortium’s joint project, not the individual contribution of one partner. The grant relates to the project as a whole.

In 2026 there are two calls: Pathfinder Open, the open call, and Pathfinder Challenges. Both fund projects at the same early stage, but they have separate budgets and separate closing dates, and you always submit to one or the other.

The grant is non-repayable. The funding rate is 100% of the eligible costs. It applies equally to all applicants, regardless of country of origin and company size.

Up to €4 million is available per project. How much your consortium receives follows from the budget you draw up and justify in the application. The maximum is not a fixed amount but a ceiling.

For 2026 a total of €262 million is available, split across that year’s two calls. Applications arrive on the closing dates of those calls, so the consortium and the documents need preparation time.

Both amounts apply to 2026. The budget, the structure of the calls and the amount per project have been set anew for this year, so check the figures again before every application round.

What does a funding advisor do?

A funding advisor is an expert who guides companies through the complex process of applying for public funding and secures the best funding for their projects – from selecting the right programmes through the application to the final report.

Frequently asked questions about EIC Pathfinder

It is the Dutch acronym for the Act for the Promotion of Research and Development Work. The scheme reduces the payroll tax you remit for staff working on R&D.

A maximum of four times per calendar year: one first application plus up to three supplements. Every application runs until December and supplements the earlier ones. The last supplement has to cover at least three months, which in practice means September at the latest.

Yes. The benefit runs through payroll tax rather than profit tax. The condition is that you have your own staff on the payroll. Hired-in workers do not count.

From the moment you have the R&D declaration, you can offset the reduction in the remaining tax return periods. You set the pace yourself: in one go where there is enough payroll tax space, or spread across several periods. What you do not use in one period can be offset in a later one, as long as that period ends within the validity of the declaration.

RVO announces an audit in advance and visits to verify that the reported activities actually took place and that all requirements are met. The focus is on the time records and the project administration. Contact us when an audit is announced and we prepare it with you.

Seven years, so that RVO can inspect it in a later audit.
