Depending on the content of your application, you may need to use either ProjectNet ZonMw or MijnZonMw for a ZonMw application.

ZonMw is a partnership between Zorg Onderzoek Nederland (ZON) and the Medical Sciences division of the Netherlands Organisation for Scientific Research (NWO-MW). Together, ZON and NWO encourage research and innovation projects in healthcare and make sure the research results are applied in practice.

ZonMw runs a large number of research programmes under five programme frameworks: science and innovation, prevention, long-term care, care and society, and quality and efficiency. Through funding for care innovation, prevention, long-term care and societal projects, ZonMw acts as an intermediary between society and science.

The level of ZonMw funding can vary widely depending on the specific programme, the call or the nature of the project. Amounts range from a few thousand euros for small projects or feasibility studies to millions for large-scale research programmes or partnerships. It is important to consult the specific call or programme you are interested in for the exact amounts and conditions.

ZonMw funds a wide range of healthcare projects with the aim of improving care and health in the Netherlands. Some examples of the different kinds of projects that can be funded:

  • Scientific research: this can be fundamental research, but also applied research focused on specific health issues or conditions;
  • Innovation in care: projects that develop and test new technologies, interventions, treatments or care models;
  • Implementation projects: projects focused on putting proven effective interventions or care innovations into practice;
  • Knowledge synthesis and dissemination: projects that bring together, analyse and share existing knowledge to inform and improve care practice;
  • Collaborative projects: initiatives that promote cooperation between different disciplines, care providers, patient organisations and other stakeholders;
  • Policy-supporting research: research that provides insights for policymakers in healthcare and public health;
  • Capacity building: programmes aimed at developing research capacity, such as training researchers or setting up research networks;
  • Patient and public involvement: projects that promote the participation of patients, care users or the general public in research and innovation.

Specific conditions apply to a ZonMw application under the Dutch General Administrative Law Act and the ZonMw General Subsidy Provisions. The grants are intended to encourage cooperation without granting unlawful state aid. Specific financial conditions apply to universities, UMCs and other institutions, following the ‘research funding agreement 2008’ and the ‘conditions for other institutions’ respectively. All results of funded research must be published Open Access and deposited in the European PMC repository.

Frequently asked questions about ZonMw

It is the Dutch acronym for the Act for the Promotion of Research and Development Work. The scheme reduces the payroll tax you remit for staff working on R&D.

A maximum of four times per calendar year: one first application plus up to three supplements. Every application runs until December and supplements the earlier ones. The last supplement has to cover at least three months, which in practice means September at the latest.

Yes. The benefit runs through payroll tax rather than profit tax. The condition is that you have your own staff on the payroll. Hired-in workers do not count.

From the moment you have the R&D declaration, you can offset the reduction in the remaining tax return periods. You set the pace yourself: in one go where there is enough payroll tax space, or spread across several periods. What you do not use in one period can be offset in a later one, as long as that period ends within the validity of the declaration.

RVO announces an audit in advance and visits to verify that the reported activities actually took place and that all requirements are met. The focus is on the time records and the project administration. Contact us when an audit is announced and we prepare it with you.
