Details about the GLB 2023-2027

Are you involved in projects aimed at making the farming sector more sustainable and innovative? Then you may qualify for the GLB grant. It is intended for businesses that want to invest in sustainable farming practices and contribute to the vitality of rural areas.

The GLB grant (Common Agricultural Policy) is a European scheme designed to support the farming sector in its transition to a more sustainable and innovative future. It is an important instrument for encouraging investment in agriculture, aimed at improving farmers’ competitiveness and reducing the environmental impact of farming. The GLB grant is part of a broader package of European agricultural support promoting sustainable and efficient farming methods.

The GLB grant covers a wide range of projects within the farming sector. This includes, among others:

  • Innovative farming techniques and practices that contribute to sustainability.
  • Projects aimed at environmental and climate measures.
  • Initiatives that strengthen the rural economy.
  • Partnerships between farmers, municipalities, knowledge institutions and other stakeholders.

Projects must contribute to the GLB objectives, such as improving environmental conditions and promoting biodiversity.

To qualify for the GLB grant, applicants must meet certain conditions. These can differ per region, but some general conditions are:

  • Project relevance: the project must contribute to the GLB objectives, such as sustainability and innovation.
  • Location: the project must be carried out in a rural region eligible under the programme.
  • Funding and co-financing: rules apply to the minimum and maximum subsidy amounts, and co-financing is often required.
  • Sustainability: projects must demonstrate that they are sustainable in the long term, both economically and ecologically.
  • Compliance: applicants must meet relevant EU and national legislation, including environmental law and state aid rules.
  • Administrative requirements: applicants must submit a detailed project proposal, including a budget and progress reports.
  • Monitoring and evaluation: projects must deliver measurable results and be willing to be evaluated on impact and effectiveness.

Frequently asked questions about GLB 2023-2027

It is the Dutch acronym for the Act for the Promotion of Research and Development Work. The scheme reduces the payroll tax you remit for staff working on R&D.

A maximum of four times per calendar year: one first application plus up to three supplements. Every application runs until December and supplements the earlier ones. The last supplement has to cover at least three months, which in practice means September at the latest.

Yes. The benefit runs through payroll tax rather than profit tax. The condition is that you have your own staff on the payroll. Hired-in workers do not count.

From the moment you have the R&D declaration, you can offset the reduction in the remaining tax return periods. You set the pace yourself: in one go where there is enough payroll tax space, or spread across several periods. What you do not use in one period can be offset in a later one, as long as that period ends within the validity of the declaration.

RVO announces an audit in advance and visits to verify that the reported activities actually took place and that all requirements are met. The focus is on the time records and the project administration. Contact us when an audit is announced and we prepare it with you.

Seven years, so that RVO can inspect it in a later audit.
