Decentralised authorities, safety regions and public bodies
Institutions in education, healthcare and culture
Religious institutions and owners of buildings with a public function
Owners of registered monuments (not private homes)

Conditions

Social real estate located in the Netherlands
Application before work starts and before the contractor agreement
Measures based on a suitable sustainability assessment
No other subsidy received for the same measures
Free of natural gas at project completion for buildings delivered after 1 January 2012

Details about the DUMAVA

To qualify, a project must aim to make social real estate more sustainable and meet certain requirements. You are eligible if the property is owned by a social institution in the following sectors:

  • Decentralised government
  • Education
  • Healthcare
  • Culture
  • National, provincial or municipal monument (not a private home)
  • Religious institutions
  • Other buildings with a public function
  • Registered national, provincial or municipal monument (not a private home)
  • Safety regions for their social real estate

The subsidy provides financial support for a range of energy-saving and CO₂-reducing measures. Think of projects involving measures such as insulation, renewable energy generation and energy-saving technologies. The emphasis is on measures that help reduce the ecological footprint.

Specific conditions apply to a DUMAVA application and must be met:

  • Apply for the subsidy before you start the sustainability work or contract a contractor. Starting before the award? Then you risk receiving no subsidy at all.
  • Carry out the measures on the basis of a suitable sustainability assessment.
  • Choose an integrated sustainability project or implement 1, 2 or 3 individual measures. The conditions and subsidy amounts vary per project.
  • Have you received subsidies for the same measures through another scheme? Then no additional DUMAVA subsidy is possible.
  • Free of natural gas: was the property delivered after 1 January 2012? You only qualify for DUMAVA if it is free of natural gas before the project is completed. This condition does not apply to older buildings.

The application period for DUMAVA runs from 1 June 2026 to 16 October 2026.

Frequently asked questions about DUMAVA

It is the Dutch acronym for the Act for the Promotion of Research and Development Work. The scheme reduces the payroll tax you remit for staff working on R&D.

A maximum of four times per calendar year: one first application plus up to three supplements. Every application runs until December and supplements the earlier ones. The last supplement has to cover at least three months, which in practice means September at the latest.

Yes. The benefit runs through payroll tax rather than profit tax. The condition is that you have your own staff on the payroll. Hired-in workers do not count.

From the moment you have the R&D declaration, you can offset the reduction in the remaining tax return periods. You set the pace yourself: in one go where there is enough payroll tax space, or spread across several periods. What you do not use in one period can be offset in a later one, as long as that period ends within the validity of the declaration.

RVO announces an audit in advance and visits to verify that the reported activities actually took place and that all requirements are met. The focus is on the time records and the project administration. Contact us when an audit is announced and we prepare it with you.
