For municipalities, school authorities, universities and research institutes, funding rarely fails because no programmes exist. The funds are there, at European, federal and state level. The hurdle sits elsewhere: securing co-financing, complying with procurement law, servicing reporting duties, and all of that alongside day-to-day operations and with thin staffing. This page covers which projects typically receive funding, what matters in the application and where we take work off your administration.
Four developments drive projects in the public sector.
Investment backlog in buildings and infrastructure. Schools, roads and networks need investment the operating budget cannot carry, with energy retrofitting often the trigger.
Digitalising administration and education. Projects are wanted on the merits but stall on capacity, co-financing, procurement or project control.
Thin staffing in the administration. Grant management lands on already burdened positions, so funds go unclaimed even where a project would qualify.
Passing funds on to third parties. Many authorities also award funding to associations, foundations and residents, a separate job with separate requirements.

With public bodies, funded projects rarely fail on the substance of the idea alone. Risk often arises from procedure, financing and scheduling.
Funding is usually tied to clear procurement and purchasing rules. Errors in tendering, documentation, deadlines or supplier selection can later lead to reductions or clawback, even where the project itself qualified on substance.
Many programmes do not cover the full cost. The own contribution has to be secured in good time, in the budget, with project partners or through other permitted sources of financing. Without co-financing, a sound project cannot be approved or delivered.
Public funding often follows fixed budget years, approval periods and drawdown deadlines. Where procurement, delivery and accounting are not aligned with those, funds may not be committed, drawn or used in time. Funding planning and budget planning therefore have to be brought together early.
