The federal government funds through several ministries and project management agencies, each with its own logic, deadlines and requirements. This is hard for companies to keep track of, because the programmes are not sorted by sector but by purpose: development, investment, qualification or transformation.

This page organises the main federal programmes by exactly that purpose. It shows which instrument comes into question for which type of project and where companies can make use of funding opportunities at an early stage.

Three levels, three logics

Ignite Group provides support at state, federal and EU level. The federal level sits in between and has its own characteristics: often larger funding volumes than state programmes, but usually less complex than European applications and, as a rule, without an obligation to form international consortia. Anyone who searches on only one level regularly overlooks the more suitable instrument on another.

The federal programmes by purpose

For projects involving technical uncertainty, two instruments apply, with very different mechanics.

The Forschungszulage works through the tax system and is open to all companies liable to tax in Germany, regardless of size, legal form or sector. It can be applied for retrospectively for up to four years, which sets it apart from all other programmes. For SMEs, up to 35 per cent of the assessment base is possible; for large companies, 25 per cent.

ZIM, the Zentrales Innovationsprogramm Mittelstand, is a grant programme for small and medium-sized enterprises and funds both in-house development projects and cooperation ventures and innovation networks.

In addition, the federal government funds thematically tailored projects through dedicated calls via kmu-innovativ and IGP, the innovation programme for business models and pioneering solutions.

Since 7 July 2026, a temporary application freeze has applied within ZIM for new applications and project outlines. Applications involving international partners under open calls are exempt. A resumption will be decided depending on the 2027 federal budget; early 2027 is the target. Ongoing and approved projects are not affected.

The GRW investment grant subsidises investment in plant and business premises. The condition is that the site lies within a GRW assisted area. Within these areas, the funding rates differ according to the area category, which means the location determines not only whether funding is available but also how much.

KfW provides low-interest loans and, in individual programmes, grants as well. Unlike grant programmes, the support here works through the cost of capital rather than through earnings.

The EEW-Förderung, the federal funding programme for energy and resource efficiency in industry, supports projects that reduce energy consumption and emissions in production. For non-residential buildings, the BEG applies in addition.

mFUND funds research and development projects concerning digital applications in the mobility sector. Alongside this, further specialist programmes run by individual ministries exist.

What to bear in mind with federal programmes in particular

Apply before the project starts.

With grant programmes it applies almost without exception that the application must be submitted before any binding order or commission. The Forschungszulage is the most important exception; it can be applied for retrospectively.

Project management agency rather than ministry.

Operational handling usually runs not directly through the ministry but through a project management agency. It reviews documents, deals with queries and is often the central point of contact throughout the procedure.

Programmes are not permanently open.

Application windows, exhausted budgets and programme reforms change the picture continuously, as the current ZIM freeze shows.

Frequently asked questions about Funding in Germany: the programmes at federal level

At federal level, above all the Forschungszulage for development projects, grant programmes such as ZIM, the GRW investment grant for plant and sites, KfW development loans and specialist programmes for energy efficiency and mobility. On top of that come state programmes and European programmes.

Federal programmes apply nationwide and are usually larger in scale. State programmes are tied to one federal state, often faster in procedure and tailored to regional priorities. Many projects can use both levels, but not for the same costs.

For grant programmes, before the project begins, that is, before the binding order. The Forschungszulage can be claimed retroactively for up to four years.

The same project cannot be funded twice. What makes sense is a funding roadmap across the entire project landscape, in which completed, ongoing and planned projects are each assigned to the right instrument.

A closed programme does not mean that no funding is possible. As a rule, other instruments come into question, often at a different level or with a different mechanism. That is exactly what the Funding Scan is for.
