Funding in Germany: the programmes at federal level
The federal government funds through several ministries and project management agencies, each with its own logic, deadlines and requirements. This is hard for companies to keep track of, because the programmes are not sorted by sector but by purpose: development, investment, qualification or transformation.
This page organises the main federal programmes by exactly that purpose. It shows which instrument comes into question for which type of project and where companies can make use of funding opportunities at an early stage.
Three levels, three logics
Ignite Group provides support at state, federal and EU level. The federal level sits in between and has its own characteristics: often larger funding volumes than state programmes, but usually less complex than European applications and, as a rule, without an obligation to form international consortia. Anyone who searches on only one level regularly overlooks the more suitable instrument on another.

What to bear in mind with federal programmes in particular
Apply before the project starts.
With grant programmes it applies almost without exception that the application must be submitted before any binding order or commission. The Forschungszulage is the most important exception; it can be applied for retrospectively.
Project management agency rather than ministry.
Operational handling usually runs not directly through the ministry but through a project management agency. It reviews documents, deals with queries and is often the central point of contact throughout the procedure.
Programmes are not permanently open.
Application windows, exhausted budgets and programme reforms change the picture continuously, as the current ZIM freeze shows.
